Step 5 - Strategic Master Plan Presentation
March 29, 2023

A Special Meeting of the Lisle Park District Board of Commissioners was held to present a draft of the Strategic Master Plan. A video recording of the presentation by Next Practice Partners, LLC, and Kimley-Horn was captured and can be found on our YouTube page. A digital copy of the presentation is available for your viewing below, as well. The Park Board will vote to adopt the plan at an upcoming board meeting.

Step 4 - Results of Community Survey
October 27, 2022

A Special Meeting of the Lisle Park District Board of Commissioners was held to present initial findings from the focus groups and statistically valid & online community surveys. A video recording of the presentation at the meeting can be found below. Recommendations for the future course of the Park District will be provided in the first quarter of 2023.

Step 3 - Take Community Survey
September 12, 2022

As a resident or patron of the Lisle Park District, we need your input to shape the future of parks & recreation in the greater Lisle community! This survey will take only 10-15 minutes to complete. We greatly appreciate and value your time to help us set priorities for parks, programs, facilities, and special events over the next 5-10 years.

Step 2 - Focus Groups & Public Meeting
June 20, 2022

On June 20, 2022, PROS Consulting, Inc., the park district's recreation consulting firm for the Strategic Master Plan process, conducted in-person meetings with community leaders & key stakeholders, focus groups, and a hybrid public input meeting to gather feedback from residents. The public meeting was open to all and enabled individuals to attend in-person at the Lisle Recreation Center, or virtually via Zoom, and learn about Lisle Park District's future demographics and recreation trends, while participating through live polling, Q&A, and public comments.

Step 1 - Engage The Community
June 10, 2022

Lisle, IL – The Lisle Park District is embarking on a journey to create a new Strategic Master Plan to shape future park, recreation, and open space needs. Lisle Park District residents are invited to participate in this process to help the park district imagine what future parks, programs, special events, and recreation facilities could look like.

The Lisle Park District has hired PROS Consulting, Inc. a leader in parks and recreation consulting nationwide and their Principal, Neelay Bhatt, will be leading this project along with ETC Institute, a statistically valid survey firm from Kansas City.

"Lisle Park District's wide array of offerings ranging from the award-winning Sea Lion Aquatic Park to Community Park and River Bend Golf Club to Fitness and Recreation Centers provide an enriching experience for all ages. This Strategic Master Plan is a living document that will be shaped BY the community and help shape THE community now and for years to come." said Neelay Bhatt, a national leader in park system planning and the Principal with Indianapolis based PROS Consulting. "The best plans are ones where the community is involved from the very beginning, and through this process, we will work with the district to ensure everyone who wishes to participate in the plan will have an opportunity to do so." said Bhatt.

The park district will conduct a hybrid public input meeting to gather feedback from residents. This meeting will be open to all and will enable individuals to attend in-person or virtually and learn about Lisle Park District's future demographics and recreation trends while participating through live polling, Q&A, and public comments. The meeting will be on Monday, June 20, 2022, from 6:30-7:30pm with in-person participation at the Lisle Park District Recreation Center, 1925 Ohio Street, and online via Zoom webinar.

"During this meeting, we'll be providing an overview of the project and facilitating discussion with attendees to help prioritize park district services. These services include parks and park amenities, recreation programming and events, and facilities, including Sea Lion Aquatic Park, Community Park Fitness, Senior Center, The Museums at Lisle Station Park, and more," says Dan Garvy, Lisle Park District's Director of Parks & Recreation. "With limited funding and considering the current labor and economic challenges, we need help from the community to determine where to allocate resources to assure we remain an accurate reflection of the recreational values of those we serve."

The consulting team has also developed an ADA-accessible, multilingual crowdsourcing website to guide this project at www.PlanLisleParks.com. "This site will serve as a one-stop shop to provide all plan updates, list meeting dates, host online surveys, and ensure people can share their input any time during the planning process. Additionally, those who are unable to attend the public meeting can also view the meeting recording and share their feedback later," said Bhatt.

Meetings with key community leaders, staff, and user groups will also be conducted in June and this meeting will be followed by a statistically valid survey mailed to a random sample of Lisle Park District residents.

The Board of Park Commissioners awarded the contract to PROS Consulting, Inc. on April 21, 2022 in the amount of $120,000.

Developing a Strategic Master Plan - The Beginning Stages

After being deferred in 2020 and 2021 due to the COVID-19 pandemic, the Lisle Park District will be creating a new Strategic Master Plan later this year. This project has been reported in other forums throughout the past few years, but now we need your help to make it happen!

Staff and the Park District Board have received requests from various members of the community for years to purchase property, improve facilities, expand programming, build new park amenities, and lower program and membership fees. On the other hand, we also hear concerns over the cost of program and facility membership fees and rising property taxes. To complicate matters further, our seasonal and part-time employee labor costs are increasing dramatically due to the labor shortage and mandatory annual increase of minimum wages. Also, inflation is indicated at well over 7%, which means significantly higher prices for materials and supplies, contracted maintenance and repairs, and construction projects. With these opposing forces and opinions, staff and the Park Board need the community's help in setting priorities for future operations of the Park District.

Developing a Strategic Master Plan that is representative of the entire Lisle Park District community requires input from as many residents as possible, whether you are an active user of the Park District or not. Every taxpayer has a voice in how your taxes to the Park District are allocated and this is an excellent opportunity to provide that input. The development of this plan will include focus groups and a community wide attitude and interest survey to gather the community's thoughts towards expanding, maintaining, or reducing services; preferred park and facility maintenance and improvements; preserving more open space by acquiring additional park property; and most importantly identifying the community's tolerance for tax and fee increases. With your help, this Strategic Master Plan will be an accurate reflection of the value the community places on the delivery of parks and recreation services and will provide an action plan that staff and the Park Board will use moving forward. We look forward to working together to chart the future course for the Lisle Park District and encourage you to get involved in the process.
